Automated Email for Split Orders

I would like to send an email automatically to my customers when I split their orders. I created the email template, and then setup a rule to detect the "-" in order number, but that isn't working. The email doesn't get sent. Any ideas?

    I would very much like this as well. We often split orders when a customer orders something on backorder and we'd like to remind them that not all their items will arrive together.
